Citizen and public-interest education

National-scale public learning operated as infrastructure — 700,000+ pupils, 100,000 EduLib teachers, 2,000 SMEs on the public record.

Citizen-facing public-interest education is the largest shape the work takes. Three programmes carry it: EduLib (national virtual library, 700,000+ pupils and 100,000 teachers, Ministry of Education consortium), National Digital Pedagogy (60,000 teachers, 30,000+ OERs across twelve consortiums), and the ADR digital-skills programme (2,000 SMEs under PNRR). Each aligns directly to the EU Digital Decade 2030 target of 80% of adults with at least basic digital skills.

National coverage on the public record

Reach is documented in sourced evidence, not asserted. EduLib reaches 700,000+ pupils and 100,000 teachers. National Digital Pedagogy reaches 60,000 teachers. ADR reaches 2,000 SMEs. Each programme has a named public counterparty and a dated delivery milestone.

Public counterparty by default

Each programme has a named public counterparty: the Ministry of Education for EduLib, the Authority for the Digitalization of Romania for ADR, twelve teacher-training consortiums for National Digital Pedagogy. Procurement documentation is available to evaluators.

Open Educational Resources at system scale

National Digital Pedagogy delivers 30,000+ reusable OERs authored through LIVRESQ. Output is institution-owned and licence-clean for public reuse — aligned to Creative Commons and SIIIR (Romanian MoE registry) standards.

EU Digital Decade 2030 alignment

The EU Digital Decade 2030 policy programme targets 80% of adults with at least basic digital skills by 2030 and 20 million ICT specialists employed across the EU. All three national programmes contribute directly to these targets — EduLib (pupils and teachers), National Digital Pedagogy (teachers/ICT), ADR (SME workforce). Procurement evaluators can cite this alignment in EU funding applications.

Listed-company accountability

Procurement and delivery sit under listed-company governance (BVB: ASC since 2016). Audited annual reports, current-report disclosure, and capital-markets accountability hold across all public engagements. No programme milestone is asserted without a corresponding disclosed record.

  • EduLib national virtual library

    EduLib is a nationally implemented virtual library for gymnasium-level education and the first project of its kind in Romania, with individualized and assisted learning components. Ascendia participated in the EduLib consortium; its contracted contribution covered LIVRESQ direct licensing for the Ministry of Education and e-learning content development services for gymnasium-level lessons. Delivery milestone recorded for December 2023; impact: 700,000+ pupils and 100,000 teachers.

  • National Digital Pedagogy

    OER production capacity at system scale: 60,000 teachers, 30,000+ OERs, 12 training consortiums, March 2026 delivery milestone. Outputs are institution-owned, licence-clean, and deposited in the SIIIR national registry.

    Public-funded digital-skills training reaching 2,000 SMEs through the Authority for the Digitalization of Romania under the PNRR framework. Directly measurable against EU Digital Decade 2030 SME digitisation targets.

  • "First Aid, A Chance at Life" — national first-aid campaign

    National public-interest e-learning campaign delivering first-aid training to teaching staff across Romania. Three bespoke modules (adult, child/infant, special situations) authored in LIVRESQ; delivered via CoffeeLMS at formare.elearning.ro. Session 1 (20 Jun – 31 Jul 2023): 5,612 teachers enrolled, 8,311+ learning hours logged, 7,824 in-platform feedback entries collected, 99.05% of completers rated the content useful. Operated as a 5-partner consortium with InfoCons, Bucharest-Ilfov Ambulance Service, the National Ambulance Trade Union Federation, Bucharest Rescue Society, and Edupart parent federation. Filed as a BVB current report.

  • "Protection through Education: Digital Security" — national cybersecurity-awareness campaign

    National public-interest e-learning campaign on online safety, delivered free of charge to students, teachers, and parents across Romania. Authored in LIVRESQ and delivered via CoffeeLMS. Edition I (31 Oct – 15 Dec 2023): 15,928 users registered — 9,216 pupils, 5,430 teachers, 1,282 parents. Edition II ran 14 Mar – 14 Jun 2024. Operated as a 4-partner consortium with the Romanian Police, the National Cyber Security Directorate (DNSC), and the Romanian Banks Association (ARB). Student curriculum: online financial safety, internet addiction, child-protection, personal-data management. Adult curriculum: general cybersecurity, digital safety for children. Material directly aligned to NIS2, GDPR awareness, and AI Act Article 4 literacy obligations.
