Public-policy training has a different problem to solve: take dense, official, often legal material and turn it into a course that public-sector learners complete. Official documents, dense legislation, and procedural updates are read by Ascendia's team, structurally improved where appropriate, and rebuilt as interactive learning that retains substance and accuracy. The Council of Europe described "relevant suggestions… integrated in a timely and professional manner."

Working sessions with institutional subject-matter experts shape course structure. CALM confirmed Ascendia showed "knowledge, competence and experience not only related to digitalization of courses or technical aspects" — and took "responsibility for the quality of the digitalized course as a whole product."
